The Malta Residency by Naturalisation for Exceptional Services by Direct Investment process facilitates the awarding of Residency through a certificate of naturalization to foreign individuals and their families who actively contribute to the economic advancement of the nation. This is attainable after a residence period of either 36 months or, in exceptional cases, 12 months. Each application undergoes rigorous due diligence procedures, including comprehensive background checks.
The Community Malta Agency is the authorized Maltese Government Agency tasked with overseeing the implementation of these regulations. Henley & Partners (license number AKM-HENL) serves as an official agent for this regulated citizenship process.
The application process for Malta Residency by Naturalisation for Exceptional Services by Direct Investment involves a comprehensive assessment and undergoes a rigorous four-tier due diligence procedure. To qualify, applicants must meet the following criteria:
To become a citizen through Malta’s Residency by Naturalisation for Exceptional Services by Direct Investment, applicants need to be at least 18 years old.
They must contribute a minimum amount, typically EUR 600,000 for 36 months or EUR 750,000 for 12 months. They can invest in property worth at least EUR 700,000, to be held for five years, or lease property with an annual rental value of EUR 16,000 for the same duration.
Additionally, they must donate at least EUR 10,000 to an approved organization and reside in Malta for at least 36 months, or 12 months under special circumstances, holding a valid residence card.
Applications must adhere to the prescribed forms and be accompanied by the requisite fees and specified documents. Thorough due diligence checks are conducted, and any application found to contain false information or omissions will be rejected.
Upon successful completion of Tier 1 due diligence checks by the Community Malta Agency, the application for a residence permit is submitted. Once residency is secured, an eligibility application is lodged, and additional due diligence checks (Tiers 2, 3, and 4) are conducted by the agency. These findings are then presented to the relevant Maltese minister, who will determine the applicant’s eligibility for citizenship.
Upon approval, a Residency application is submitted to the Community Malta Agency after 36 months of residency (or 12 months under exceptional circumstances). Following the minister’s decision on citizenship eligibility, successful applicants must fulfill the specified investment, donation, and property requirements. Subsequently, the applicant will be invited to take the oath of allegiance in Malta and receive a Maltese certificate of naturalization.
The Community Malta Agency will maintain continuous monitoring for a period of five years
